Solve each row across, solve each column down, then solve the solutions to arrive at a single symbol for the puzzle.
Comparing the four symbols results in a fifth symbol, thus:
Sometimes, the solution is a logical sequence, or it may be what they have in common, or it may be what is different, or it may be another conclusion. A given row or column may have more than one valid solution, but each puzzle has only one solution.
The solution to each of the four rows and the solution to each of the four columns can be solved in a similar fashion.
Once the rows and columns are solved, compare the solutions in the same manner: the solutions to the four rows yields another solution, as to the solutions to the four columns.
The solution to the puzzle is a symbol that solves both the solutions to the rows and the solution to the columns.
A set of four symbols may have more than one logical solution - so there may be two possible solutions to a single row or column (we avoid combinations that resolve to more than two solutions, as it's quite complex already), but only one of the possible solutions will logically resolve the puzzle.
